NOTICE OF APPLICATION FOR A

LIVESTOCK FEEDLOT PERMIT

Notice is hereby given per Minnesota Statutes, Chapter 116, that Wilwerding Dairy, Inc. has made application to the Minnesota Pollution Control Agency or the County of Stearns for a permit to construct or expand a feedlot with a capacity of 500 animal units or more.

The existing feedlot is located in Millwood Township, Section 35 NW in Stearns County. The existing facility consists of two free stall barns and two open lots, along with two calf barns. There is one manure earthen storage basin, two waste water basins, as well as a pack manure stacking slab. The current permit is for 1,111 head of mature dairy cattle, 410 head of calves and 75 head of steers. The total animal units are 1,712.4. The proposed expansion consists of the addition of a new 286’ X 569’ free stall barn, a 218’ X 333’ feed pad, along with a new 1,126,684 cubic foot earthen manure storage basin. The expansion will allow for the housing of 766 mature cows and 7 more head of calves. This expansion will also eliminate the steer lot and reduce the number of steers on the farm to 0. These changes will result in a net increase of 998.8 animal units. The final capacity for the farm will be 2,711.2 animal units.

This publication shall constitute as notice to each resident and each owner of real property within 5,000 feet of the perimeter of the proposed feedlot as required by Minnesota State Law.

GENERAL NOTICE

TO CONTROL OR ERADICATE NOXIOUS WEEDS

Notice is hereby given this 15th day of May, 2022, pursuant to Minnesota Statutes, Section 18.83, Subdivision 1 (2009), that all persons in Stearns County, Minnesota, shall control or eradicate all noxious weeds on land they occupy or are required to maintain. Control or eradication may be accomplished by any lawful method, but the method(s) applied may need to be repeated in order to prevent the spread of viable noxious weed seeds and other propagating parts to other lands. Failure to comply with the general notice may mean that an individual notice, Minnesota Statutes, Section 18.83, Subdivision 2 (2009), will be issued. An individual notice may be appealed within three working days of receipt to the appeal committee in the county where the land is located. Failure to comply with an individual notice will mean that the inspector having jurisdiction may either hire the work done or seek a misdemeanor charge against the person(s) who failed to comply. If the work is hired by the county inspector, the cost can be placed as a tax upon the land and collected as other real estate taxes are collected. You may obtain a list of the plants that are designated as noxious weeds and the members of the appeal committee from your County Agricultural Inspector or County. You can also obtain this information from your Local Weed Inspectors. Local Weed Inspectors include the township supervisors, city mayors or their appointed assistants. More information regarding the statewide/county listed noxious weeds, the MN Noxious Weed Law and a list of County Agricultural Inspectors can be obtained from the Minnesota Department of Agriculture’s Web Site by visiting: https://www.mda.state.mn.us/plants-insects/noxious-invasive-weed-program. Additionally, Stearns County is listing Rough Potato/Metaplexis japonica as a county listed prohibited weed in 2021.
